Meet Cliff
As the son of a man who grew up in the segregated and rural Jim Crow South, hard work and preparation was the cornerstone of my upbringing.
Growing up in New Brighton, Pennsylvania, I received a Bachelor’s Degree from the California University of Pennsylvania, becoming one of the first three African Americans in the school’s history to graduate as a U.S. Army officer.
I served in various leadership positions in the U.S. Army Combat Development Experimentation Command and the 91st Training Brigade, rising to the rank of Captain. Since finishing active duty, I have held a wide variety of global leadership positions, most notably at Advanced Micro Devices (AMD), Intel Corporation, and Linear Technology. Now, I’m the CEO and owner of the 3CJR Corporation. I have proudly lived in Tracy for the past 26 years, raising my family here and serving our community in every way I can.
As past Chair of both the Tracy Chamber of Commerce and the Planning Commission, I empowered local businesses, brought home more well-paying jobs, and improved housing affordability and road safety.
As past Treasurer of the Grand Theater Foundation, I brought our community together to promote more cultural and recreational activities, and preserve Downtown Tracy’s history and energy.
As a Member of the Tracy Police Advisory Committee, a Board Member of the Sow-A-Seed Foundation, and a former Coach for Tracy Youth Football, I steered countless youths towards healthy, successful lifestyles.
Now, as your Councilmember, I will use my experience to restore our confidence in City government. With your support, I will lead the charge to reopen Tracy for business, end government misconduct, support first responders, avoid irresponsible spending, and prioritize affordable housing!

Cliff’s Plan to Get Tracy Back on Track
Fix City Hall
If a private company experienced the level of staff turnover that the City has over the past two years, that company would have fired its CEO – so why are we allowing this mismanagement to affect our public services?
I think the most important issue is for the City Council to regain the trust of the electorate and City staff. Let’s start with the reforms recommended by the recent San Joaquin County Grand Jury report: make City Council meetings more efficient and focused, recruit and retain qualified administrators, and follow a real code of ethics. Making policies and achieving results shouldn’t be a partisan problem: it’s just good government.
Make Tracy a Better Place to Live
Once City Hall is working again, we need to revisit the city’s Housing Element. We should build more affordable homes, build them with skilled local workers, and make sure that these workers and their families can actually afford to live here. As the past Chair of the Planning Commission, I’m proud to bring over 7 years of serious problem-solving and out-of-the-box thinking.
The Council must make sure our zoning codes are up-to-date and legally sound, especially because we need more multi-family housing and transit-oriented development. I will also open the door to fresh new opportunities like housing trust funds, voucher programs, and community land trusts. By investing in healthy, sustainable homes for every income level, these public-private partnerships will help rein in the cost of living and strengthen our economy.
Open Us Up For Business
Permit approvals have come to a halt in the past three years, leading us to miss many opportunities for economic growth. I will identify the causes of these delays, remove them, and establish clear and measurable benchmarks for City staff. Projects then will get done on time, and local entrepreneurs can open their businesses and bring good jobs to Tracy.
Local businesses are also paying far higher taxes than the rest of our region, all because our City Council expected a fiscal crisis that never actually happened. We should rebalance the tax code to lighten the load on our businesses and get costs under control, while still making sure our first responders and other public services are sustainably funded for the long run.
By removing these hurdles to economic growth, we can create better jobs, services, and amenities for our community.
